OUR MISSION
The mission of Emergency Response Communications (ERC) is to provide reliable, disciplined, and timely emergency communications in support of Church leadership when normal communications are disrupted, overloaded, or unavailable.
ERC develops and maintains a network of trained volunteer communicators prepared to connect members, Church leadership, and appropriate resources through dependable communications during emergencies and disasters.
ERC personnel serve as communicators—not decision-makers. Our responsibility is to accurately receive, document, relay, and deliver authorized information so Church leaders can maintain situational awareness and make informed decisions regarding the welfare of individuals, families, wards, stakes, and communities.
Through training, exercises, radio nets, technical preparedness, and cooperation with appropriate communications and emergency-response organizations, ERC works to ensure that communications capability is ready before it is needed.
When normal communications fail, ERC stands ready to help Church leadership remain connected to members and resources when communication matters most.
OUR VISION
Our vision is to establish a trained, prepared, and resilient network of emergency communicators capable of supporting Church leadership throughout Southern Utah during communications emergencies.
ERC seeks to create a communications network in which:
Stakes and wards have access to trained emergency communicators.
Communications personnel understand their responsibilities before an emergency occurs.
Multiple communications technologies provide redundancy when conventional systems fail.
Messages are transmitted accurately, efficiently, and professionally.
Operators regularly train and participate in communications exercises and nets.
Church leaders can obtain timely information without having to manage the technical communications process themselves.
Communications systems can operate independently of normal commercial infrastructure when necessary.
The objective is not simply to own radios or establish frequencies. The objective is to build trained people, proven procedures, and resilient communications pathways.
OUR CORE VALUES
SERVICE
ERC exists to serve Church leadership and the people affected by emergencies. Communications technology is a tool; service is the purpose.
PREPAREDNESS
Effective emergency communications cannot be improvised after an emergency begins. ERC members train, practice, test equipment, develop operating procedures, and participate in communications nets so they are prepared when called upon.
RELIABILITY
An emergency communications system must work under difficult conditions. ERC promotes redundant communications methods, properly maintained equipment, trained operators, backup power, and established operating procedures.
ACCURACY
Accuracy takes priority over speed. Messages should be received, recorded, transmitted, and delivered as accurately as possible. ERC operators do not intentionally alter, interpret, embellish, or speculate about the information entrusted to them.
DISCIPLINE
Emergency communications require disciplined operating practices. Operators use established procedures, maintain professional radio practices, protect sensitive information, and keep communications channels available for necessary traffic.
FOLLOWING CHURCH LEADERSHIP
ERC provides communications in support of Church leadership. Church leaders determine priorities, welfare needs, and appropriate responses. ERC personnel provide the communications pathways necessary to move authorized information. ERC communicators communicate. Church leaders lead.
CONFIDENTIALITY
Information concerning individuals, families, welfare needs, leadership activities, and emergency conditions is handled responsibly. Information is shared only through appropriate channels and with those who have a legitimate need to receive it.
PROFESSIONALISM
Every ERC operator represents the communications organization while serving Church leadership and the community. Operators are expected to demonstrate courtesy, patience, technical competence, sound judgment, and respect for others—especially when conditions are stressful.
CONTINUOUS TRAINING
Technology and communications systems continually change. ERC therefore encourages continuing education in amateur radio, emergency communications, message handling, digital communications, backup power, antennas, networking, and emerging communications technologies. Training is not something we complete. It is something we maintain.
REDUNDANCY
ERC does not depend upon a single communications technology. Depending upon circumstances and authorization, communications may include commercial telephone and cellular networks, internet services, satellite communications, amateur radio, digital radio systems, mesh networking, and other appropriate technologies. When one communications pathway fails, another should be available.
OUR OPERATING PRINCIPLE
We Are Communicators — Not Decision-Makers
One of the most important principles of ERC operations is understanding the distinction between communications responsibility and leadership authority.
ERC personnel establish and operate communications pathways. We receive information. We document information. We transmit information. We confirm information. We deliver information to the appropriate leadership destination.
We do not assume the authority of the leaders we support.
This distinction allows Church leaders to concentrate on people, priorities, welfare, resources, and decisions while trained communicators concentrate on maintaining the information pathways that make those decisions possible.
